Undescended testis best surgery at the age of 22 - #9229

I have left undescended testis but sometime I feel it is in the upper scrotum when i push it back in the inguinal canal and in the usg report my testis in found in the inguinal canal near the superficial inguinal ring similarly some time there is bulge in the empty scrotum when I push it I will goes back is it hernia???
